Something definitely has to change!
There are currently no checks and balances in the current child support system. With a few exceptions, it is a system of punishing men and rewarding women. As it currently stands, if a man has ten children and can not afford child support he is placed in jail numerous times. On the other hand if a woman has ten children she is awarded subsidized housing, free food, and child support money with no repercussions. There are cities and counties in Ohio where the most wanted criminal's only crime is having children.
Also increasingly we are seeing judges awarding insane child support amounts which should not be allowable by law unless. I'm proposing a child support cap and then anything above the proposed child support cap should have to be addressed under spousal support or alimony in the case of married couples.
Just because someone has wealth shouldn't mean they owe it all to a woman simply because she becomes pregnant or vice versa. Unless they are or were married they are responsible for the child only. Furthermore if one parent is wealthy and can better afford to care for the child courts should consider awarding the wealthy parent custody instead of making outrageous child support orders.
According to CNN it costs $241,080 to raise a child over the course of 18 years in a comfortable middle class family. I feel that all children should be able to go to college and so I will add in the full cost of medical school to be a doctor which is around $166,750. These two numbers together is what both parents would pay and the total is $407,830. Half of this total $203,915 should be the maximum amount allowable by child support in any case over the course of 18yrs. $203,915 divided by 18 is $11,329 annually and that divided by twelve gives us a maximum monthly allowable of $945.00. I will then round that up to make it a maximum monthly allowable of $950.00 per month. This should more then cover half of any child's expense.
There are also too many cases where "child support" is NOT being used on the child(ren). As the opening statement says "you cannot buy liquor and alcoholic beverages with a food stamp card but it is perfectly fine right now for someone to walk into a store and buy liquor with a child support card. Purchases like this and many others have absolutely nothing to do with the child and should be outlawed. There are too many cases where the child support money is being misused on everything from night clubs to alcohol and even illegal drugs but there is nothing being done about it.
In cases where a father; is paying support, or has been paying support, and discovers the child(ren) are not biologically his all monies paid should be ordered immediately reimbursed as this constitutes fraud and if it is proven that it was done deliberately then the woman in question can and should face prosecution and possible jail time.

The Child Support Family Fairness Act
Preface
This amendment hereby regulates monetary spending for and in the best interest of the child.
Persons in violation of said act can and will face penalties including but not limited to license suspensions, probation, mandatory jail time, and the possible transfer of custody to the other parent.
Article .1) Section A
Any person whom may be considered an obligor no matter the size or monetary amounts as defined in The Child Support Revised Code sections 2705 and 2919.21 shall have at least two visits minimum with the child per week and no said maximum due to the understanding that the child needs BOTH parents. Any obligee found in violation by trying to stint or halt visitations could face some or all aforementioned penalties.
Article .1) Section B
Child support payments received shall be regulated as such:
Payments received are permitted to be used on food items, clothing, and educational/learning expenses. Payments can also be used for up to 20% of total utilities and rent/mortgage due to both parents having the same utilities and major household bills such as rent/mortgage, gas, electric, water etc. Some exceptions may be made in special circumstances approved by the court.
Holidays, birthdays, and special events are not regulated and are purely at the discretion of one or both parents as these are considered gifts and not necessary for the care or well being of the child.
Article .2) Section A
This section deems the obligee or the receiving parent responsible for the proper care and welfare of the child. This section also ensures monies are not misused and properly allocated.
The following items and categories of items are to be prohibited to purchase with child support payments of any kind.
1.) Any illegal or banned substance including but not limited to cocaine, heroine, opium, and marijuana etc. are strictly prohibited.
2.) Alcoholic beverages and smoking products of any kind will not and shall not be purchasable with child support payments. - marijuana cannot be purchased in states where it is legal with child support monies.
3.) ATM machines shall not be used for cash withdrawal under any circumstances.
4.) Hair weave purchases including but not limited to Yaki, Remy, Milky Way, Que, Equal, Saga, FreeStress, and Outré are strictly prohibited.
Article 2.) Section B
Child support shall not be used as payments for any of the following:
1.) Entry to the club
2.) Lingerie
3.) 6 inch high heel shoes
4.) Any purchase that is not directly related to the child etc.
Article 2.) Section C
If in the event the payee chooses to opt out of receiving payment via a govt. issued child support card the payee must maintain and submit detailed documentation each month of child support expenses.
The payor shall be given the right to subpoena or request detailed statements each month as to how child support was spent. If it is found that child support funds are being used for matters other then direct support if the child(ren) the amount ordered can and will be significantly reduced or eliminated.
Article 3.) Section A
If the child becomes 18yrs old and is NOT in college AND the absent parent still owes payments for back child support only then should the parent receiving support be allowed to use the funds for personal gain at which time a new unlocked child support card should be issued.

1.) No child support order shall be above said maxim of $950.00 per month or $11,400.00 per year in any case. Exceptions can only be made in cases of children with special needs or chronic illness on a case by case basis.
